About the ICT Department

 One of the key tasks of the IUCEA has been to explore ways of harnessing the potential of ICT to improve higher education in East Africa, hence, The ICT department of the Inter-University Council for East Africa aims at promoting application of ICT in the core business of member  universities – teaching, learning, research and extension. Specifically, the ICT departrment is guided by the following objectives:
  1. To ensure the development and use of a reliable ICT and information infrastructure at the Secretariat underpinned by effective operational policies and procedures;
  2. To explore ways of improving the technical infrastructure that may enhance access to adequate ICT services by universities in East Africa, including electronic networking amongst the universities and access to existing electronic networks such as the Internet;
  3. To improve the technical competence of staff and students in East African universities to effectively use ICT for teaching, learning, research and administration;
  4. To encourage joint-publications by scholars and researchers in the region and facilitate access to relevant academic and research information.
The IUCEA has already initiated a number of projects and activities aimed at enhancing the capacity of universities in the region in order to support their core functions. Most of these activities are aimed at implementation of the strategies described within its strategic plans. Whereas some have been supported internally, the majority of the projects have benefited from external funding as a result of project proposals developed by the IUCEA. The key areas of intervention include the following:
 
  1. Enhancement of the ICT and information infrastructure at the Secretariat;
  2. Undertaking an ICT capacity assessment within member universities;
  3. Development of an East African universities' yearbook;
  4. Initiating and coordinating a regional joint research project in ICT: VarsityNet;
  5. Holding a regional symposium on ICT and library education in East Africa;
  6. Partnering with seven European institutions in a project aimed at facilitating the establishment of a multimedia information resource network with a hub at the IUCEA;
  7. Developing a project aimed at enhancing the capacity of East African universities to utilize ICT for sustainable regional development.

The ICT department is guided by two key documents which spell out the roadmap for activities to be carried out in order to enhance use of ICTs in universities:

  1. ICT Policy
  2. ICT Masterplan
