The Minister made the remarks at the opening session of the 6th East African Quality Assurance Network (EAQAN) Forum, which is taking place from 16-20 May, 2016 at Imperial Golf Hotel, Entebbe, Uganda where quality assurance stakeholders are meeting to discuss onhow to enhance Teaching Quality in Higher Education for better student outcomes. 

The Minister informed the participants that in the Treaty for the Establishment of the East African Community (EAC), the Partner States made an explicit agreement to undertake concerted measures to foster cooperation in education and training in the Community, particularly, the harmonization of education and training for comparability purposes of qualifications among the Partner States. She added that the political aspiration of the East African Community is to ensure that all these efforts are converging and evolve towards transforming the East African Community into a Common Higher Education Area.

In his welcoming Remarks on behalf of IUCEA Executive Secretary Prof Alexandre Lyambabaje, Prof. Pontien Ndabaneze, IUCEA Deputy Executive Secretary, told the Guest of Honour that the theme of the EAQAN Forumon “Enhancing Teaching Quality in Higher Education for Better Student Outcomes” was in line with the Academia-Public-Private Partnership Forum and Exhibitions 2015, on the development of the graduate of the future was strategically agreed upon, to address  the current need of making sure the enhancement of university graduate employability through strategic interventions to enhance skills, competence, social ideals and entrepreneurship development. Therefore, the 6th EAQAN Forum discussions are expected to provide a synergy to the Academia-Public-Partnership Forum and Exhibitions 2015.

In his opening remarks, the Executive Director, National Council for Higher Education, Uganda, Prof. Opuda-Asibo John, emphasized that better students outcome should be driven by training, competitiveness, innovation, problem solving and skills in response to the demand of the labor market.

During this forum, papers and posters are also presented on the theme. They include: Strengthening Internal Quality Assurance Systems in East African Higher Education Institutions; Supporting Teaching Quality in East African Higher Education Institutions and Assuring quality of open, online and distance education provision for equitable and sustainable tertiary education. 

The Forum also constitute training workshops on various aspects related to the theme. These include: Good Practice in Benchmarking for subject areas, teaching that makes for real learning; The Scholarship for Teaching and Learning (SoTL) approach; and how can ODEL ensure a quality student learning experience where students are engaged and learning outcomes are met.

The Forum was organized by IUCEA in collaboration with the National Council for Higher Education, (NCHE), Uganda, the Germany Academic Exchange Service (DAAD) and the Germany Rectors’ Conference (HRK).

EAQAN Network was established as an avenue to bring together quality assurance practitioners, top administrators of Higher Education Institutions, Executives members of national accreditation bodies, higher education researchers and policy makers to share ideas on quality assurance practices, challenges and prospects in the East African Higher Education Area.
